Air Chief Marshal Sir Hugh later Lord Dowding was one of the greatest Englishmen of the 20th century. He created Fighter Command with its unique early warning system (radar) from nothing in 1936 to the efficient defensive force it became in 1940. In consequence Fighter Command was the only arm that was properly prepared for battle when war was declared against Germany. Hugh Dowding led Fighter Command in the Battle of Britain, and was victorious. The campaign, although a series of defensive engagements, was one of the decisive battles of Western Civilization.The strategic importance of the Battle of Britain was recognized at the time, yet, the moment it was won Dowding was summarily relieved of his command and shuffled into retirement without recognition, reward or promotion. This book reveals that this was the result of a shabby conspiracy by fellow officers. The Air Ministry published a brief account of the Battle in March 1941 and in it there was no mention of Dowding.Churchill was furiously indignant. But in November 1940 he had acquiesced in Dowdings removal. Why? And what are the factors that led to Dowdings dismissal in the first place? The author's interest in the treatment or mistreatment of Lord Dowding by the British Establishment was sparked during his peripheral involvement in the Battle of Britain film made in the mid 1960's. The thoroughness of his pursuit of the subject and his examination and re-examination of it from almost every conceivable angle from those days right until the present could unkindly be described as verging on an obsession. At the least it is all encompassing and, in its totality, makes for laborious and somewhat repetitive reading. At times his attacks on Dowding's detractors is, by any reasonable definition of the word, vicious.None-the-less, his assembly of information, tainted or biased as some of it appears to be, amounts to a powerful confirmation of the correctness of Dowding's actions and behaviour and the pettiness of many of the contemporary claims against him. That they commonly were based on wrong headed thinking, personal animosity or a combination of these is incontestable. However, to conflate the behaviours of those involved to the levels of hatred and wilful choice of far less than optimum solutions that heattributes to them is to create monsters out of the pedestrian thinking, self serving egotists that populate most bureaucracies.Conversely, he includes amongst the extensive third party commentaries and reports with which the book is fleshed out, one independent and measured discussion of the point of view of the "big wing" enthusiasts which shows that their actions could well have been based on benign stupidity rather than supercharged malice.None of this is meant to suggest that his conclusion that Dowding was very hard done by is in any way wrong. Perhaps the clearest demonstration that a powerful degree of malice infected at least some of his opponents was the refusal to give him promotion to Marshal of the RAF on his retirement. To condemn the author of the victory of the Battle of Britain to the very modest pension of 1500 pounds per year due from his Air Chief Marshal rank was truly a nasty act. It was even more so when compared with the largess a grateful country previously splashed over figures such as Nelson and the Duke of Wellington, whose successes were no more significant or sustained.That the enmity amongst his "enemies" was so extensive as to allow this gross injustice to occur is a stain on the whole British Establishment from the Monarch down. Good men such as the King and Churchill did not have the interest or the guts to stand up to the mob and ensure he was properly treated. It is a sad element of British history.
